José Reyes, cofounder and chief technology officer at small modular reactor developer NuScale Power, touted the potential of the firm’s technology to help solve the nuclear industry’s cost-overrun issues in an interview yesterday with Yahoo Finance. (At up to 77 MWe gross, the NuScale Power Module is the smallest of the light-water SMRs in development.)

Speaking with journalist Akiko Fujita, Reyes, an ANS member since 1977, also touched on nuclear’s role in addressing the issue of climate change.

Virginia’s nuclear-sector stakeholders, led by the Virginia Nuclear Energy Consortium Authority (VNECA), have drawn up a plan for helping the state reach its goal of 100 percent carbon-free electricity generation by 2045.

Released late last month, Virginia is Nuclear: 2020–2024 Strategic Plan is the result of legislation, SB 549, signed into law last year. The law directed the state’s Department of Mines, Minerals and Energy; Secretary of Commerce and Trade; and Secretary of Education to work with VNECA and the Virginia Economic Development Partnership Authority to develop a comprehensive blueprint for the role of nuclear energy in Virginia’s overall clean-energy strategy.

“The nuclear industry is vital to Virginia, and the Lynchburg region in particular,” said state Sen. Stephen Newman, who sponsored SB 549. “Jobs, economic growth, and clean air are just three of the benefits the state will see from the plan. I am proud of the industry and look forward to seeing them move forward with the plan.”

The Tennessee Valley Authority has begun a refueling and maintenance outage at Browns Ferry-2 that includes the largest scope of turbine deck work since the unit’s construction, as well as innovations in fuel assembly components, the utility announced on March 1.

On deck: All three of the 1,254.7-MWe boiling water reactor’s low-pressure turbines will undergo a comprehensive replacement of major components, including new rotors, inner casings, steam piping and bellows, and turbine supervisory instruments, requiring the support of more than 500 additional outage workers. TVA said that 600 crane lifts will need to be performed for some components, such as the rotors, which weigh up to 327,888 lb., and inner casings, which weigh up to 200,000 lb.

The Canadian Nuclear Association (CNA) and the European Atomic Forum (FORATOM) have signed a memorandum of understanding to collaborate in the promotion of advanced nuclear technologies. The agreement, announced on January 27, aims to boost the organizations’ efforts to advance the development, application, and deployment of nuclear energy to meet climate change goals, according to the announcement.

As a result of last month’s power uprate announcement from NuScale Power regarding its small modular reactor—a 25 percent increase to 77 MWe—the company has now announced updated evaluations for the technical feasibility and economics of producing hydrogen using heat and electricity from its SMR, the NuScale Power Module (NPM).

The Atlantic Council’s Global Energy Center has issued a report, Japan’s Nuclear Reactor Fleet: The Geopolitical and Climate Implications of Accelerated Decommissioning, contending that Japan’s reaction to the 2011 Fukushima Daiichi nuclear accident has led to an increased dependence on carbon-emitting energy sources that ultimately undermine the country’s recently announced climate goal of achieving net-zero emissions by 2050.

Recommendations: Released just a few months prior to the 10-year anniversary of the accident on March 11, 2011, the report recommends that Japan:

• Use its existing nuclear fleet in the near and long term to 2050,
• remain involved in global civil nuclear trade,
• develop a role for advanced nuclear technologies, including small modular reactors, which it should deploy as soon as feasible,
• rebuild its nuclear energy workforce and public trust in nuclear power, and
• regain its leadership position in the climate battle.

Small modular reactor developer NuScale Power has announced the opening of the NuScale Energy Exploration (E2) Center at Oregon State University (OSU).

The E2 Center is designed to offer users a hands-on learning opportunity to apply nuclear science and engineering principles through simulated, real-world nuclear power plant operation scenarios, according to NuScale on November 17. The center employs state-of-the-art computer modeling within a simulator of the NuScale SMR power plant control room, allowing users to take on the role of control room operator at a 12-unit NuScale SMR plant to learn about the features and functionality unique to the company’s SMR technology.

More to come: The E2 Center at OSU is the first of three planned installations of a NuScale power plant control room simulator at U.S. universities. Support for the centers was provided by a grant in 2019 from the Department of Energy. Additional information on the E2 Center is available here.

Ontario Power Generation (OPG) recently announced the resumption of planning activities for future nuclear power generation at its Darlington site, with a goal of hosting a grid-size small modular reactor as soon as 2028. Originally, plans for the Darlington new nuclear project were focused on the construction of traditional large reactors.

Located in Clarington, Ontario, Darlington is the only site in Canada currently licensed for new nuclear. OPG was granted a license from the Canadian Nuclear Safety Commission (CNSC) in 2012 to allow site preparation activities for the project. The company has applied to renew the license, which is set to expire in August 2022. The CNSC will hold a public hearing on June 9–10, 2021, to consider the license renewal.

Early last month, OPG announced that it was working with three grid-scale SMR technology developers—GE Hitachi, Terrestrial Energy, and X-energy—to advance engineering and design work, with the goal of identifying options for future deployment.

The U.S. International Development Finance Corporation (DFC) has signed a letter of intent to support NuScale Power in the development of 2,500 megawatts of nuclear energy in South Africa, according to an October 16 DFC press release.
